Garrett Coffin, PhD
Garrett Coffin holds a Bachelor of Engineering in Civil Engineering from Michigan Technological University and a Master of Engineering in Civil Engineering from the University of Washington. In 2025, he earned his PhD in Civil Engineering from the University of Washington, furthering his expertise in the field. With 20 years of experience, Garrett began his career in design-build projects specializing in utilities. He briefly transitioned to the railroad industry for 3 years before returning to SUE/Utility Coordination. In 2024, Garrett joined Halff Associates as the Deputy Practice Leader for their Subsurface Utility Engineering (SUE) and Utility Coordination practice, where he specializes providing SUE/UC solutions from their Richardson, TX office.
Throughout his career, Garrett has worked on several significant, large-scale projects across the United States. He has collaborated with a wide range of utility stakeholders to mitigate conflicts and develop compatibility plans, accommodation rules, and utility agreements. Garrett is skilled in integrating relocation tasks and timelines into the design process to minimize costs and prevent schedule delays.
Outside of work, Garrett enjoys spending time with his 6-year-old daughter and amazing wife, as well as playing competitive softball.
